Pay-Per-Use roaming rates automatically apply if you roam in destinations not covered by Roam Like HomeTM or if you opted out of Roam Like HomeTM previously. You will be charged for texts, calls and data usage based on the applicable Pay-Per-Use rates in that destination. The $5 charge kicks in as soon as $0.01 of roaming services is incurred. But instead of charging you for roaming, they just deduct from your monthly bucket of minutes/texts/data.
May I know which local network are you connected to? I realize that switching to a different carrier manually did not work for you. Is there a way you can test your SIM in another device? Just to identify if this is a device issue or a network one.

I was down south for 12 days, but I didn't use any data. I only used hotel Wifi and made a few phone calls . Just as an FYI, RLH charges trigger once every 24 hours, and only when you make or receive a phone call, send an SMS/MMS, or use data i.e. browse, maps or an application. You call a US number N , for them depends upon when their own plan, and how it charges their calls - you are calling their local phone area.

Hi, I have a question about receiving SMS/Calls while abroad... Normally when I travel I use Roam Like Home anyways but when I travel to our home country I use a local SIM card so I can communicate easier with family and friends who live there. My question is, if I put my Rogers SIM inside one of my old phones and leave data roaming off, will I be charged for any received texts I get while i'm away? I just want to see who is texting and calling me on my Rogers phone then I can respond via my Maltese phone or WhatsApp etc. Also will I be charged for any phone calls received so long as I let them go to voicemail instead of picking them up? I just don't want to be paying the roam like home $10/day just to receive texts and see who is calling me.

I ended up calling Rogers support and they told me that as soon as I connect to the network I would get charged. Regardless if I use any data, receive or send any texts, or talk. Rogers offers simple and affordable plans for traveling to the US and throughout the world.
