If you are calling your voicemail to check it, your are MAKING a call. It is trigger because you are calling, not because its voicemail. The borders are protected from "Roaming Zones" which means when you live near a border and accidentally ping of a US tower, you won't be charged. The + sign is used as a substitute for the Country Exit Code. Because different countries have different Exit Codes, using + ensures you will not have any issues making calls. I had asked Rogers in the past before I went out of town and they said the local people should pay local calling rates. There is a lag on both sides of the conversation during phone calls. If I say hello she will hear it about 1 second later and vice-versa.
If you were then that would explain the charges. $12x 12, I would assume you were there for 12 days and used data everyday. To everyone else, please be aware of the "rome like home", Rogers has this hidden service by default. If this service is good for you, congratulations. If not, you will be charged $12 per day when you travel to US.

I am used to receiving texts and calls while roaming. Just turn data off while roaming and I don't have to worry about being charged unless I make calls or send texts... Typically a welcome notification is sent out as soon as the device is connected to the foreign network. This has happened to me as well when I was using the feature outside of Canada. The RLH plans used to be a good deal when they started. Rogers was initially 5$/day & 50$ max so I just used the phone all winter because 50$C/mo for full US usage was a good deal. I personally think you should get a text explaining the per use charges when connecting to a foreign tower. It clearly tells you that when you use your phone , you'll be charged $12/day in the US and you will use your package. @jackthecompguy, receiving calls and not picking them up, and receiving SMS, will not trigger Roam Like Home, as confirmed in this thread.

Roaming and Long Distance rules are based on how the tower in switches work... So this is essentially now made into a standard on how all the features work. Are almost a third more likely to bring a device to access the Internet.
It wasn't long ago that traveling to the US or internationally meant leaving your cell phone at home. You can get incoming phone calls & text messages without incurring charges. With a free Voip app and WiFi you can just call back to the number that showed up. As soon as you answer the phone call or send back a msg response though you pay.
I'll be calling customer service once I'm back in Canada. The bigger issue is when she gets an incoming call from anywhere but India. Yesterday I called her from my 604 number and her caller id showed a completely random local India number. Roam Like Home is having a couple of weird issues and I was wondering if anybody else had the same issues or knew of any fixes.
